When e-commerce owners ask us how much an agency costs, they often think only of the service fees. However, these represent only part of the bill. You also have to factor in the money spent on Meta, the creative assets, and the time spent setting up proper tracking. At Growth Room, we work as a Meta Ads agency for B2C brands and online stores, and we publish our price ranges. Here they are, along with the billing models you will encounter elsewhere and the metrics to watch to determine if the agency is bringing you more than it costs.

Key takeaways

  • The cost of a Meta Ads agency consists of service fees, media budget, and creative production.
  • For us, the fees for a six-week test range from €6k to €12k, depending on your average order value.
  • Over the same period, we recommend a media budget between €6k and €40k.
  • Agencies charge flat fees, a percentage of the budget, or performance-based fees, and each model has its drawbacks.
  • At Le Chemin de la Nature, a client since 2019, the ROAS increased from 5 to 14 in just a few months.

What are you paying for when you hire a Meta Ads agency?

Two quotes showing the same total can cover very different things. Before comparing, you need to add up three line items.

  • The service fees cover the agency's work: strategy, campaign setup and monitoring, analysis, and regular check-ins.
  • Themedia budget is paid directly to Meta to run the ads. The agency does not receive this money.
  • TheCreative production covers visuals, carousels, and UGC videos. Depending on the agency, this is either included in the service fees or billed separately.

Then there is the trackingtracking. Pixel, Conversions API, Google Analytics 4: if purchase data isn't reporting correctly, no one really knows how much the campaigns are generating. At our agency, our consultants install it themselves before launching anything, and that is often where a good portion of the first week is spent.

How much does a Meta Ads agency cost at Growth Room?

We almost always start with a six-week test. Anything less doesn't provide enough sales to make a clear decision. This timeframe allows us to test multiple offers and creatives, stop what isn't working, and decide on the next steps based on stable data. Our fees depend primarily on the store's average order value.

Panier moyen Budget média (6 semaines) Honoraires agence Production créa (UGC, vidéo) Coût d'acquisition cible
Moins de 60 € 6 à 10 k€ 6 à 9 k€ 1 à 4 k€ 30 à 40 % du panier
60 à 150 € 10 à 25 k€ 7 à 12 k€ 2 à 6 k€ 25 à 35 % du panier
Plus de 150 € 20 à 40 k€ 8 à 12 k€ 3 à 8 k€ 20 à 30 % du panier

This table serves as a starting point. We then adapt it to the gross margin, return rate, and shipping costs of each store. The week-by-week test plan is detailed in our guide to acquiring profitable e-commerce customers in 2026.

Why do fees increase with the average order value?

A store with a €200 average order value makes sales less frequently than a store with a €40 average order value. To generate enough sales to analyze the results, you need a larger budget, more campaigns, more audiences to test, and more creatives to refresh. The time spent on the account increases, and so do the fees. However, the cost of acquisition targeted decreases as a proportion of the order value, to around 20–30% for orders over €150, compared to 30–40% for those under €60.

What are the billing models for Meta Ads agencies?

Three formulas are common in the market, and many contracts combine two of them.

The flat fee

With a flat fee, you pay a fixed amount for a pre-defined scope, such as a six-week test, monthly management, or an audit. The budget is predictable, and the agency has no incentive to make you spend more on Meta. Still, be sure to read the details of the scope, particularly the number of creatives included and the frequency of check-ins.

Percentage of ad spend

The agency takes a percentage of the budget percentage of the amount spent on Meta. This model scales with the account, which is convenient when budgets grow quickly. The downside is that it pays the agency based on spend rather than sales. We recommend pairing this with a target cost of acquisition or ROAS written into the contract.

Performance-based compensation

A portion of the compensation depends on the results achieved, whether in sales, leads, or revenue. On paper, this is the fairest model. In practice, it only works if tracking is reliable and everyone has agreed on what counts as a sale generated by the campaigns. Otherwise, meetings end up revolving around attribution.

Agency, freelancer, or in-house team: which should you choose based on your budget?

The choice depends primarily on your monthly media budget and the number of channels you need to run simultaneously. The benchmarks below are the ones we provide during meetings.

For Meta alone, with a small budget, a good freelancer is often cheaper. When you need to manage both Meta and Google, produce new creative every two weeks, and link everything to email marketing, an agency saves you from having to coordinate three different providers. We compared both options in the article agency or freelancer for your acquisition in 2026.

What factors influence the pricing of a Meta Ads agency?

  • Theaverage deal size and the margin, which determine the necessary budget and the sustainable cost of acquisition.
  • The volume of creative. We generally launch between 6 and 12 at the start, then refresh them every two weeks.
  • The number of channels managed by the agency, whether Meta alone or combined with Google Ads and email marketing.
  • The state of tracking. A poorly installed pixel or a missing Conversions API can be fixed, but it takes time.
  • The number of countries, brands, or product catalogs.
  • The frequency of check-ins and the level of detail expected in reporting.

If you want to estimate your advertising budget yourself based on your audience and the cost-per-click in your sector, the calculation is explained in our guide on the cost of Facebook advertising.

How do you know if an agency's fees are worth the investment?

The Le Chemin de la Nature case study: ROAS increased from 5 to 14

Le Chemin de la Nature organizes workshops and sells online courses on wild plants and mushrooms. They are our longest-standing client: we have been managing their Meta Ads and Google Ads campaigns since 2019.

For the first two years, everything relied on a free course offered in exchange for an email address. More than 200,000 people signed up at a cost of about €0.30 per email, and the company surpassed one million euros in revenue. Then, results began to decline. Promotions lasted two months and returned every three months, meaning we were showing the same offers to the same audiences. Leads were less qualified, and margins were shrinking due to the discounts.

We split the campaigns into two. On one side, "always-on" campaigns that sought out new audiences every week, with a ROAS target of 2.5. On the other, shorter promotions with a target of 7.

TheROAS went from 5 to 14 in a few months. Across all campaigns, it settled at 9.5, exceeding the target of 7, and reached 20 on Meta during promotions. The revenue generated by the campaigns increased while spending remained roughly the same. In the process, we found that static visuals and short videos converted much better than GIFs. Key metrics to evaluate agency costs

  • Customer acquisition cost relative to average order value, to be compared with the ranges in the first table.
  • MER, or total revenue divided by total media spend. It provides a more accurate picture than the ROAS displayed by Meta, which tends to over-attribute sales.
  • The margin remaining after accounting for product costs, shipping, returns, media budget, and agency fees.
  • The trend over several weeks. On our Meta Ads accounts, we see an average of 32% more conversions and a 26% reduction in acquisition costs.

Once you have these figures, the next question is often how to split the budget between Meta and Google. We answer this in the article Meta Ads vs. Google Ads budget for e-commerce.

What to ask a Meta Ads agency before signing?

  • Exactly what the fees cover, specifically the number of creatives and the frequency of status meetings.
  • Which ad account the budget will be spent on. It must remain in your name so you retain the history if you switch agencies.
  • A test plan including dates, hypotheses, and a target acquisition cost.
  • Recent results from stores similar to yours.
  • A sample report and a list of planned tracking audits.
  • The terms for terminating the contract at the end of the test period.
